Actually eugenics policy (genetic shaping) under Hitler was a popular fad in intellectual Europe and USA for decades. It was one of the reasons Hitler got a pass for so long. It's perhaps not surprising that the intellectual left still finds some of those thoughts attractive and that Obama picked one of them for his Science guru.
